A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §5A-1-3a, relating to placing a moratorium on the Department of Administration’s purchase of real property in excess of $1 million until it has submitted a report to the Legislature signifying that it has strengthened its financial resources.

Be it enacted by the Legislature of West Virginia:


That the Code of West Virginia, 1931, as amended, be amended by adding thereto a new section, designated §5A-1-3a, to read as follows:

ARTICLE 1. DEPARTMENT OF ADMINISTRATION.


§5A-1-3a.  Limiting the authority of the secretary to purchase real property; report.

Notwithstanding any provision in this code to the contrary, the secretary, the division heads or any employee may not authorize the purchase of real property in excess of $1 million until the department has submitted a report to the Legislature signifying that it has strengthened its financial resources.

 

NOTE: The purpose of this bill is to placing a moratorium on the Department of Administration’s purchase of real property in excess of $1 million until it has submitted a report to the Legislature signifying that it has strengthened its financial resources.
